Updated Housing Element Adopted by City Council

The City initiated its update to the Housing Element of the General Plan at the end of 2020 and undertook significant community engagement and research to develop a draft Housing Element to submit to the CA Dept. of Housing and Community Development (HCD). HCD is the agency that reviews and approves (or “certifies”) this local housing plan. The General Plan Advisory Committee (GPAC) used a variety of outreach methods to engage as broad a population as possible to inform the City’s plan. GPAC held nearly a dozen workshops and heard from over one thousand community members. Thank you to all the community members who took the time to participate and provide your feedback on this important undertaking!

GPAC developed a complete draft of the updated Housing Element, which the body forwarded to Planning Commission in January 2022. The Commission provided comments and suggestions and forwarded the draft to the City Council. After several meetings reviewing the draft, the Council recommended staff submit the first draft to the State.

At the end of September 2022, the City received a comment letter from HCD outlining changes needed to find the document in compliance with State Housing Element law. Staff and consultants worked to address the comments and presented a draft to the Planning Commission in early 2023, which the Planning Commission recommended for approval. On January 23, 2023, the Council considered the revised draft Housing Element and adopted resolutions certifying the Environmental Impact Report and adopting the updated Housing Element.
