Housing Element Update

Adopted Housing Element Available for Public Review December 2024 

The City Council adopted the Revised Housing Element on December 16, 2024, marking the completion of a thorough process to align with State housing requirements. Importantly, the adopted document remains unchanged from the draft reviewed by the State Department of Housing and Community Development (HCD) earlier this year.

Highlights of the Adopted Housing Element:

  • DeSilva South Property: Designated for development at 35 dwelling units/acre (across from Oakwood Athletic Club).

  • Downtown Residential Densities: Increased to 60 dwelling units/acre in specific areas between Mt. Diablo Boulevard and Highway 24.

  • Faith-Based Properties: These are included as potential housing sites, empowering property owners to develop housing.

  • Fair Housing Commitments: Enhanced income distributions and stronger programs to promote fair housing.

The adoption follows extensive collaboration with HCD and input from the public. The Revised Draft Housing Element, submitted to HCD in May and deemed compliant pending specific actions, was adopted without any further changes.

For transparency, revisions from earlier drafts are shown in strikeout-and-underline format, reflecting updates approved during the April 22, 2024, City Council meeting.
