May 2024 Revised Draft Housing Element Available for Public Review

The City of Lafayette submitted a Revised Draft Housing Element for 2023-2031 to the State Department of Housing and Community Development (HCD) on December 14, 2023. HCD issued its review letter on February 12, 2024. The letter was posted to the City’s website in two places and an email notification was sent the following day to subscribers signed up at www.lovelafayette.org/e-notification for the category “General Plan,” as the Housing Element is one of several mandatory elements of the General Plan.

Between February and April, City staff met with HCD staff five times to discuss ways to address HCD’s comments. The City Council discussed revisions to the Housing Element Update on March 11, 2024, March 25, 2024, and April 22, 2024.  At this last meeting, the Council directed staff to make final revisions, publish the May 2024 Revised Draft Housing Element, circulate it for a 7-day statutory public review period, and then submit it to HCD for formal review. 

The May 2024 Revised Draft maintains the following provisions from the December 2023 Revised Draft, including the DeSilva South property (across from Oakwood Athletic Club) at 35 dwelling units/acre, modified downtown residential densities to a maximum of 60 dwelling units/acre in portions of the downtown between Mt. Diablo Boulevard and Highway 24, and includes properties owned by faith-based organizations in the inventory of sites on which housing could be built by the property owner. The May 2024 Revised Draft incorporates revised income distribution for vacant sites and revisions to implementation programs and actions to affirmatively further fair housing. The revisions are shown In strikeout-and-underline format which were approved by the City Council at the April 22, 2024, meeting.
